Within the framework of the "Cooperation for local development" project of Georgian Rural Council, on March 14-17, the training "Improving monitoring and participation skills" was held for community groups in Chokhatauri township. The training was attended by representatives of community groups of Burnati, Dablatsikhe and Erketi villages, representatives of the mayor in the administrative units where these villages are included, majority members of the Sakrebulo and information technology specialists of the mayor's office. The project director Amiran Gigineishvili conducted the training. The goal of the project is to promote the public monitoring process in the villages of Lanchkhuti and Chokhatauri municipalities and to promote the development of villages with the participation of the public, which in turn will improve the responsibility of local governments, make their policies more focused on the population, and increase the degree of population involvement. The project is financed with the support of the United Nations Development Program (UNDP), the Danish Ministry of Foreign Affairs and the Government of Georgia.
It is very important for the local self-government to ensure the involvement of the population in the decision-making process from the representative and executive bodies, the publicity of the planning of daily and strategic activities, the implementation of these activities and their monitoring. Despite the fact that the mayor and members of the city council are delegated by the population to ensure local management during their term of office, both the "Local Self-Government Code", as well as the Association Agreement with Europe and the European Charter of the Self-Government obligated them to constantly involve the population in the decision-making process, and transparency of activities. What does a specific settlement need, the people of this village know the village the most. But in reality, the population is not involved in the decision-making process. His opinion is more or less taken into account only in relation to rural support programs and that too at the planning stage, not during implementation monitoring and reporting. Beneficiaries' participation in the planning process of infrastructural, social, youth and sports programs is very limited and is calculated only for those current needs, which the member of the Sakrebulo, the mayor's representative in the administrative unit and/or the mayo's departments considered to solve. There is also a very low degree of involvement of the population in the process of monitoring the works performed in the villages by the municipalities. It remains completely unknown to the locals exactly what the taxpayers' money was spent on, how much the work or service performed meets the quality standards.
The goal of the project "Cooperation for local development" is to promote the public monitoring process in the villages of Lanchkhuti and Chokhatauri municipalities and to promote the development of villages with the public participation, which in turn will improve the responsibility of local self-governments, will make their policies more oriented to the local population and will support increase the level of population involvement. To achieve this goal, the implementation of the following tasks is envisaged:
Due to global warming, our country in general and Lanchkhut Municipality in particular need to adapt to the current reality in terms of environmental protection and sustainable local development.
The goal of the Lanchkhut Municipality Green Project is to ensure the sustainable development of the Lanchkhut Municipality, the creation of clean, attractive and decent living conditions for the population through the creation, institutionalization and implementation of the Green Municipality medium-term strategy and action plan in cooperation with local authorities and the civil sector.
The objectives of the project are to form a working group to develop a strategy and action plan for the Green Lanchkhuti municipality and develop the necessary knowledge and skills among the members of the group; Carrying out activities to scan the existing natural environment of the municipality, identifying the needs for adaptation to global warming and recording the results; Formation and institutionalization of the medium-term strategy and implementation plan of the Green Lanchkhuti municipality.
A memorandum will be signed between the Lanchkhuti Information Center and the Lanchkhuti City Hall, which will specify the rules for cooperation. It will be important to form a competent and motivated working group to develop a strategy and implementation plan for the green municipality. The group will consist of 12 members, 6 of which are from the mayor's office, 4 from the civil sector and 2 experts. The members of the formed working group will increase their knowledge and skills in such issues as the development of strategic plans, management and monitoring, environmental scanning, research methodology, situation analysis and rules for reflection in the green municipality strategy.
